Get local time without using webservice  XML

Hello,

We've been using your webservice (http://api.geonames.org/timezone) to get the local time given longitude and latitude coordinates.
But due to the limitation on the number of calls to the webservice we're allowed daily, and the extensive use our application requires for this functionality, we've been looking for a way to transfer this data to our local repositories, by extracting it from the available data dumps.

First, what is the daily limitation for webservice calls?
And can you recommend the best way to get the local time information, with accounting for daylight savings time, without having to use the webservice?

Appreciate any help.
