I could be mistaken but Kharagauli, Georgia (614004) is listed as a "seat of a first-order administrative division", however the information I have found (http://en.wikipedia.org/wiki/Imereti) says that it is only a part of the Imereti region and the capital is Kutaisi.

Same goes for Sach’khere (612256) and Chiat'ura (615211). They are also listed on the previous page as being part of the Imereti region.
