Ireland admin changes 2014 (a.k.a. it's a long way to Tipperary...)  XML

So apparently Ireland decided to change some of their boundaries last year:

https://en.wikipedia.org/wiki/Local_Government_Reform_Act_2014

In particular, County Tipperary (IE.M.26) is now a second-order administrative division, but I don't have permission to edit it to make it so.

It looks like various towns/villages in Tipperary already have their admin2 field set to IE.M.26 (e.g. "Newcastle", "Ardfinnan"... just run a search for "IE.M.26" and they show up), but because County Tipperary is currently considered ADMD instead of ADM2, they don't appear right in the web view.

I suspect North/South Tipperary should be relegated to historical second-order admin divisions now.
