How do I find or search for districts and neighborhoods within a city?  XML

What is the best way for me to find or search for, here at geonames and/or elsewhere, neighborhoods, districts, towns, etc. that are within a city?

For example, the geonames cities1000.zip file lists New York City, Los Angeles, and London, but little, if any, of the districts and neighborhoods that comprise New York City, Los Angeles, and London.

New York City is comprised of 5 buroughs. The 5 buroughs are made up of 59 community districts. The 59 community districts are made up of hundreds of neighborhoods. This information I searched for at Wikipedia -- http://en.wikipedia.org/wiki/Neighborhoods_of_New_York_City

Los Angeles is comprised of dozens of districts. This information I searched for at Wikipedia -- http://en.wikipedia.org/wiki/List_of_districts_and_neighborhoods_of_Los_Angeles

London is generally considered to be made up of the City of London and 32 other buroughs. These buroughs contain many districts. This information I searched for at Wikipedia -- http://en.wikipedia.org/wiki/List_of_districts_of_London

Please note, I did not search the geonames United States or Great Britain (England) file, yet. I also realize that most, if not all, of the districts and neighborhoods may not be included in the geonames cities1000.zip file because they are not incorporated.

I am just looking for the best way to find, collect, and summarize such information, especially for large cities, regardless of the country they are in, whether that information is here or elsewhere.

Any and all input is welcome.
