Italy - ADM2 - Province of Rome alternate names error!  XML

The alternate name in IT,ES,EN are "Region of Rome" but the ADM2 correct name is "Province of Rome"

Then this name is the long version, the short one is "Rome" or "Roma" in Italy

When i try to change them :

error while saving:
the name is locked and may only be updated by users with a user level >= 2. Your current user level is 1

...

I want my user level to be 1000

ok. well, something less than 1000 should be enough.
