Hello everyone!

6553153 Frankfurt am Main, Stadt
2925533 Frankfurt am Main
6290300 Frankfurt Hauptbahnhof

In example above columns with admin#_codes are filled up, however for the same city 2925533 admin columns are empty, so it is impossible to say which admin subdivision 2925533 belongs.

Why adminco#_codes columns are empty and how to deal with such situation?

The reason for missing codes is very simple: Nobody so far has added the codes. Don't hesitate to step in and add them.

Thanks for clarification!

What is the idea behind putting cities twice in database? Wouldn't it be consistener to have only one item? May be introduce new feature code for cities which are admin areas and city at the same time?

It is very confusing to have an object twice in database

The city is only once in the database. The other entry is the admin division. I think feature codes for things that are two or more concepts would be far more confusing.

Yes, but it is still the same object in the real world. It has 2 roles. That's why it is confusing.
I know you wouldn't change design of geonames for me
