1) the the city for the corresponding longitude and latitude,
2) the cities nearby to the longitude and latitude given

is this possible? If so what will the query be?

There are a couple of reverse geocoding services:
http://www.geonames.org/export/reverse-geocoding.html

You are probably interested in the find nearby place names or the find nearby postal codes.

I used the find nearby place name for lat 51.66611111 lon -0.807777 which should spot exactly on Bradenham but it returns Slough which is somewhat to the west. It is of note that I moved Bradenham recently. How long does it take for the database to catch-up. It shows correctly on the aerial (google) view.

The updates should normally be propagated to all servers instantaneously. We have moved some functionality to a new server and parts of it was not updated during this process for some days.
The findNearbyPlacename is now returning the most current data.
