I am wanting to compile a list of the administrative sub division types for each country, based on how they would appear on an address label. Below is a starter list, based on Google's business directory ( http://www.google.com/local/add/lookup ):
AU=State
AT=
BE=
BR=State
CA=Province
CH=
CL=State
CZ=
DK=
FI=
FR=
DE=
ES=Province
HK=Area (prefix)
IN=State
IE=County
IT=Province
JP=Prefecture (prefix)
KE=
LI=
NL=
NZ=
NO=
PL=
PT=
RU=
SG=
TH=Province
TW=County (prefix)
UK=County
US=State
ZA=
Country codes with no values indicate that an administrative sub division is not used in the address. For fields where I have marked 'prefix' this is an indication that sub division is specified at the start of the address. In fact this last point also makes me tempted to have a document that specifies the address format for each country, maybe something along the lines of:
CA=STREET1,STREET1,CITY,ADMIN(PROVINCE),POSTAL_CODE
US=STREET1,STREET1,CITY,ADMIN(STATE),POSTAL_CODE
But that is another task. If anyone can contribute information to allow for completeness, it would be very welcome.

There was a thread in the mailing list about this topic that could be helpful:
