Hi,

There are duplicate entries for the following country.adm1 codes:
RU.90
BT.15
KH.16
CL.13
CL.09

For Russia, one of them does no longer exists but I cannot delete it from the web interface. So I didn't check the others since I cannot modify.

Is it ok to have those duplicate items? It's causing problems in our system since we cannot determine the parent of an entity in those ADM1's.

Well, actually there are a few more. Here is the full list:

BT.15
CL.09
CL.13
KH.16
PH.B2
PH.C8
PH.E1
RU.90

Also there are 'undefined', 'null', '00' and '' (empty string) as admin1 codes.
Instead of having different things, is it possible to make them standard such that '00' or '' to denote an unknown state ?
